The bids for the construction of the Capibaribe Arena, a stadium to be erected in São Lourenço da Mata, a city close to Recife, and which shall be the venue of the 2014 World Cup in the State of Pernambuco, were opened today.

The bids for the construction of the Capibaribe Arena, a stadium to be erected in São Lourenço da Mata, a city close to Recife, and which shall be the venue of the 2014 World Cup in the State of Pernambuco, were opened today. This tender was a competition between two consortiums, with the consortium between building firm Norberto Odebrecht building form and stadium administration company International Stadia Group (ISG), on the one hand, and the consortium between Andrade Gutierrez/OAS and operator Amsterdam Arena, on the other. The two groups made proposals and also paid a bond deposit of R$ 4.9 million.

According to the co-ordinator of the Pernambuco Committee for the 2014 World Cup, Ricardo Leitão, there shall be a time frame for the examination of the documents and, if the two consortiums are considered qualified, then the technical and price proposals shall be analyzsed. The analysis of the proposals shall be carried out by a special Tender Commission, which is part of the Secretariat for Management and Planning of the State of Pernambuco (Seplag), within 40 to 45 days.

The time frame to start construction of the arena shall follow the new date as established by FIFA: 3 May. However, Leitão does not rule out the possibility of extension. “If there is any embargo of the proposals, we shall have to inform FIFA that the time frame shall need to be extended”, he said. “A delay of one week for the start of the project of the arena does not bring significant changes to the time frame. In addition, FIFA themselves have already brought alterations after setting time frames”, the manager concludes.

Apart from constructing the World Cup Arena, the winner of this tender shall also be responsible for the operation of the stadium during 30 years. The consortium shall also construct the World Cup City (Cidade da Copa), which includes the construction of nine thousand housing units.

Foram abertas hoje as propostas de licitação para a construção da Arena Capibaribe, estádio que será erguido em São Lourenço da Mata, vizinha ao Recife, e servirá à Copa 2014 em Pernambuco. A disputa aconteceu entre os consórcios formados pela construtora Norberto Odebrecht com a operadora de arenas ISG (International Stadia Group), de um lado, e pela Andrade Gutierrez/OAS com a operadora Amsterdã Arena. Os dois grupos apresentaram as propostas e fizeram um depósito caução de R$ 4,9 milhões.

Segundo o coordenador do Comitê de Pernambuco para a Copa 2014, Ricardo Leitão, haverá um prazo para exame da documentação e, se os dois consórcios forem habilitados, serão avaliadas as propostas técnicas e de preço. A análise das propostas será feita por uma Comissão de Licitação, que faz parte da Secretaria de Planejamento e Gestão de Pernambuco (Seplag), num prazo entre 40 e 45 dias.

O prazo para iniciar a construção da arena vai seguir a nova data determinada pela Fifa: 3 de maio. No entanto, Leitão não descarta a possibilidade de extensão. “Se houver algum embargo nas propostas, nós temos que comunicar à Fifa que o prazo terá que ser prorrogado”, disse. “Um atraso de uma semana para o início da obra da arena não altera fundamentalmente o prazo. Além disso, a própria Fifa já provocou alteração depois de fixar prazos”, completou o gestor.

Além de construir a Arena da Copa, o vencedor da licitação será responsável pela operação do estádio durante 30 anos. O consórcio também fará a construção da Cidade da Copa, que inclui a construção de nove mil unidades habitacionais.
