The National Treasury approved a loan of R$ 400 million to the government of Pernambuco, for the construction of the Arena da Copa. '`It's great news, celebrated the State’s Secretary for the World Cup, Ricardo Leitão. The letter containing the news was received by the state yesterday and given to Leitão minutes after the ceremony in which he handed the position of chief of staff to former Attorney General Tadeu Alencar. The funding will be obtained through the National Development Bank (BNDES) and used for payment to the Arena Pernambuco consortium, responsible for building the stadium. The BNDES will make the deal official on January 11.

Odebrecht, AEG and ISG make up the consortium and begun the work utilizing with their own resources. The stadium’s full construction, which includes onsite parking and media center, will require an estimated R$ 532 million. "The arena construction is concluding the landscaping phase and I see no difficulty in getting things moving well ahead', said Leitão.

Ricardo Leitão also received confirmation that all registered works contained in the Matriz de Responsabilidade will be considered extraordinary. In other words, will not be part of the state budget and therefore will not be conditioned on the budget’s limit. 'We may bring more money into Pernambuco’, continued to celebrate the head of the state secretariat of the World Cup.

This group of works included urban mobility, road infrastructure, ports, airports and tourism. Included in the list are the north/south and east/west highway corridors, Via Mangue and the Radial da Copa roads, the infrastructure works at the Port of Recife and the construction of the control tower at the Recife international airport.

The set of works that will be managed by the Special Secretariat for the World Cup is over $ 8 billion. The wish of Governor Eduardo Campos (PSB), and Leitão’s personal mission, is to make sure the Arena da Copa is completed by December 31, 2012, allowing Pernambuco to receive the Confederations Cup the following year.

O Tesouro Nacional aprovou o empréstimo de R$ 400 milhões para o governo de Pernambuco, destinados à construção da Arena da Copa. ´É uma ótima novidade`, comemorou secretário extraordinário da Copa, Ricardo Leitão. A carta com a notícia chegou ontem ao estado e foi dada a Leitão minutos depois da cerimônia em que ele transmitiu o cargo de chefe da Casa Civil para o ex-procurador-geral, Tadeu Alencar.
O financiamento vai ser realizado através do Banco Nacional de Desenvolvimento Econômico Social (BNDES) e servirá para pagamento do consórcio Arena Pernambuco, responsável pela construção do estádio. No próximo dia 11, o BNDES oficializa o repasse.

Odebrecht, AEG e ISG integram o consórcio e deram início aos trabalhos com recursos próprios. Para que o estádio funcione plenamente, incluindo estacionamento e centro de imprensa, R$ 532 milhões devem ser gastos. ´A arena está concluindo a fase de terraplenagem e eu não vejo dificuldade para que as coisas caminhem bem`, comentou Leitão.

Ricardo Leitão recebeu, ainda, a confirmação de que todas as obras que estiverem registradas na matriz de responsabilidade serão consideradas extra limite. Em outras palavras, estarão fora do orçamento do estado e portanto, não vão ficar condicionadas ao limite orçamentário. ´Poderemos trazer mais dinheiro para Pernambuco`, continuou a comemorar o chefe da secretaria estadual da Copa.

No grupo constam obras de mobilidade urbana, estrutura viária, portos, aeroportos e turismo. Compõem a lista os corredores Norte e Sul e Leste e Oeste, a Via Mangue e a Radial da Copa, as obras de infraestrutura no Porto do Recife e a construção da torre de comando do aeroporto internacional do Recife.

O conjunto de obras que vai ser gerido pela Secretaria Extraordinária da Copa ultrapassa os R$ 8 bilhões. O desejo do governador Eduardo Campos (PSB) e a missão de Leitão é fazer com que a Arena da Copa seja concluída até 31 de dezembro de 2012 para que Pernambuco possa receber a Copa da Confederações no ano seguinte.
