After delays affected the start of construction of the Capibaribe Arena, in São Lourenço da Mata, in the metropolitan area of Recife, the results of an evaluation made by members of the Local Organising Committee (LOC), yesterday (18), had a friendly tone. The Secretary and Coordinator of the Pernambuco Civil Committee for the 2014 World Cup, Ricardo Leitão, assured that FIFA has not made any demands in particular and that a date for commencement of works has not been stipulated.

It was decided only that the state will have a period of 30 months to complete the arena. "This is a timeline that is comfortable because, from the point of view of engineering, this is not complex work," he said.

All steps necessary to begin construction should be concluded by June, with mobilization in the construction site being scheduled for early July. The contract with the consortium formed by Odebrecht and the ISG (International Stadia Group) should still be signed by June 15, according to Leitão.

LOC’s stadium consultant, Carlos de La Corte, and architects Thiago Pelakauska and Izabela Hasek, flew over the area where the arena will be built and were introduced to some road works. Then the committee attended a meeting where the Capibaribe Arena Project, the bidding process regulation and the current works being executed were presented.

The experts examined the stadium plans and made comments on the visibility curve of the arena and on the circulation of the hallway leading to VIP boxes. The committee will send a technical report of the visit until the end of next week.

Following the evaluation, the mood of the Pernambuco committee is calm. According to Leitão, the Pernambuco project is perceived as one of the best. "The area where the arena will be built in has no neighborhood and the fact that it is tied to the housing project will provide sustainability to the project," he said.

World Cup City

Budgeted at R$ 464 million, Capibaribe Arena will be built through a (PPP) and integrates the "World Cup City" project. Aside of the stadium, the plan includes the construction of housing complexes, malls, hotels and other private investments which add up to a combined R$ 1.6 billion. The implementation schedule of the stadium is unrelated to the real estate projects.

According to Leitão, there is an estimated 10 year period for the construction of nine thousand homes included in the project, but that decision lies ultimately with the consortium. "The real estate revenue from the sale of these houses contributes to the viability of the project," said Silvio Bompastor, executive secretary of the managing committee of Public-Private Partnerships in Pernambuco.

Expropriation

The government of Pernambuco began mapping the families residing in the area where the arena is to be constructed. Afterwards, the government will identify and list the improvements made so that families are compensated. The government is also engaged in restricting accessibility to the land to prevent new buildings from being build.

Após os atrasos para início das obras da Arena Capibaribe, em São Lourenço da Mata, região metropolitana de Recife, a vistoria feita pelos integrantes do Comitê Organizador Local (COL), ontem (18), teve um tom amistoso. O secretário da Casa Civil e coordenador do Comitê de Pernambuco para a Copa 2014, Ricardo Leitão, garantiu que não houve cobranças da Fifa e que não foi estipulado um prazo para início das obras.

Ficou decidido, apenas, que o estado terá um período de 30 meses para a conclusão da arena. “Este é um cronograma que tem folga porque, do ponto de vista da engenharia, esta não é uma obra complicada”, afirmou.

Todas as etapas necessárias para iniciar a construção devem ser concluídas até junho, já a mobilização no canteiro de obras está prevista para o início de julho. O contrato com o consórcio formado pela Odebrecht e a ISG (International Stadia Group) deve ser assinado até ainda 15 de junho, segundo Leitão.

O consultor de estádios do COL, Carlos de La Corte, e os arquitetos Thiago Pelakauska e Izabela Hasek, fizeram um sobrevôo na área em que será construída a arena e conheceram algumas obras viárias. Em seguida, o comitê participou de uma reunião em que foram apresentados o projeto da Arena Capibaribe, o processo de licitação e as obras viárias que estão em execução.

Os técnicos examinaram as plantas do estádio e fizeram observações sobre a curva de visibilidade da arena e sobre a circulação do corredor dos camarotes vips. Até a próxima semana, o comitê vai enviar um relatório técnico da visita.

Após a vistoria, o clima do comitê de Pernambuco é de tranquilidade. Segundo Leitão, o projeto de Pernambuco é visto como um dos melhores. “Na área que a arena será construída não tem vizinhança e ao fato de ele estar atrelado ao projeto de habitação vai dar sustentabilidade ao projeto”, afirmou.

Cidade da Copa

Orçada em R$ 464 milhões, a Arena Capibaribe será construída por meio de uma (PPP) e integra o projeto “Cidade da Copa”. Além do estádio, está prevista a construção de conjuntos habitacionais, centros comerciais, hotéis e outros investimentos privados que somados chegam a um R$ 1,6 bilhão. O cronograma de execução do estádio está desvinculado ao dos projetos imobiliários.

De acordo com Leitão, existe uma estimativa de 10 anos para a construção das nove mil habitações previstas no projeto, mas essa decisão cabe ao consórcio. “A receita imobiliária com a venda destas habitações contribui para a viabilização do projeto”, explicou Sílvio Bompastor, secretário executivo do comitê gestor de Parcerias Público-Privadas de Pernambuco.

Desapropriações

O governo pernambucano começou a fazer um mapeamento das famílias que residem no local que será construída a arena. Depois disso, serão feitas as identificações das benfeitorias para que as famílias sejam indenizadas. O governo também está fazendo o controle do acesso ao terreno para impedir que novas construções sejam feitas.
