Odebrecht to Build World Cup Arena in Pernambuco

The consortium formed by Odebrecht Investimentos em Infraestrutura and stadium operator ISG (International Stadia Group) won the bid for the World Arena Cup, in São Lourenço da Mata, a municipality in the Metropolitan Region of Recife.

The consortium submitted a proposal amounting to R$ 532,615,000, including costs for preparing the basic design, the executive project, for project development and for construction of the arena. Of the total, R$ 464,630,000 will be applied to actual physical work. The State will invest R$ 379 million, which will only begin to be paid after the Arena is operational, which should happen in January 2013, when the Confederations Cup takes place.

The next steps, before the actual start of works, include ratification of the winner and registration of a Special Purpose Company (SPC). According to the secretary and coordinator of the Pernambuco Civil Committee for the 2014 World Cup, Ricardo Leitão, the starting date of construction will be set on 18th May, when the FIFA Committee will be visiting, to evaluate the progress of the arena project in Pernambuco.

"Based upon FIFA’s evaluation, we will set a date for work commencement. But it will probably be in late May or early June, "said the secretary. Again, he said he did not believe in the possibility of disqualification of Recife as a host city for the World Cup. "The president of CBF, Ricardo Teixeira, was emphatic in this sense, saying in a recent meeting there will be no change. Unless a city is deemed unfit, "he said.

The Arena where the games of the 2014 World Cup will take place will be built through a Public Private Partnership (PPP) project and is part of the "World Cup City" project. Aside of the stadium, the plan includes the construction of housing complexes, malls, hotels and other private investments which add up to a combined R$ 1.6 billion. The 270 hectares of land is currently occupied by 250 families.

But since the project indicates that only 50 hectares will be used for arena, with the other 220 acres being used by the housing project, the government is prioritizing the eviction of families who are in that area. As the land is owned by the state government, Leitão explains that work is already underway to assess the situation, and then proceed to negotiate the withdrawal of local families.

The bidding process of the PPP for the construction and operation of the World Cup Arena was initiated on December 21, 2009 and postponed to March 22 to meet FIFA's recommendations and federal prosecutors.

The qualification of consortia participants, the bid’s first stage, was completed on March 30. The technical proposals, the bid’s second stage, were judged on April 17. Finally, the price bids were opened on the 10th, last Monday, and the final judging was held on Wednesday, May 12. Two consortia, one led by Odebrecht Investimentos em Infraestrutura and one by Andrade Gutierrez / Construtora OAS, participated in the bid. After the announcement of the winner, the bidders passed on the appeal term and the bidding process was concluded.

O consórcio formado pela Odebrecht Investimentos em Infraestrutura e a operadora ISG (International Stadia Group) foi o vencedor da licitação da Arena da Copa, em São Lourenço da Mata, município da Região Metropolitana do Recife. O consórcio apresentou proposta no valor de R$ 532.615.000, incluindo os custos de elaboração do projeto básico, projeto executivo, preparação da obra e construção da arena. Desse total, R$ 464.630.000 serão aplicados propriamente na obra física. O Estado investirá R$ 379 milhões, que só começarão a ser pagos a partir do início de operação da Arena, o que deverá acontecer em janeiro de 2013, ano em que será realizada a Copa das Confederações.

Os próximos passos, ainda antes do início das obras, serão a homologação do vencedor e o registro de uma Sociedade Propósito Específico (SPE). De acordo com o secretário da Casa Civil e coordenador do Comitê de Pernambuco para a Copa 2014, Ricardo Leitão, a data de início das obras será definida no próximo dia 18 de maio, durante a visita da Comissão da Fifa, que irá vistoriar o andamento do projeto da arena em Pernambuco.

“A partir de uma avaliação da Fifa, vamos definir quando começaremos a obra. Mas, provavelmente, será no final de maio ou início de junho”, informou o secretário. Mais uma vez, ele disse não acreditar na possibilidade de desclassificação de Recife como cidade-sede da Copa. “O presidente da CBF, Ricardo Teixeira, foi enfático nesse sentido, ao dizer, em reunião realizada recentemente, que não haverá mudança. A não ser que alguma cidade se mostre inoperante”, destacou.

A Arena onde ocorrerão os jogos da Copa de 2014 será construída através de um projeto de Parceria Público-Privada - PPP e integra o projeto “Cidade da Copa”. Além do estádio, está prevista a construção de conjuntos habitacionais, centros comerciais, hotéis e outros investimentos privados que somados chegam a um R$ 1,6 bilhão. O terreno de 270 hectares é atualmente ocupado por 250 famílias. Mas, como o projeto define que apenas 50 hectares serão usados para arena e os outros 220 hectares irão para o projeto habitacional, o governo está priorizando a desocupação das famílias que estão nessa área. Como o terreno é propriedade do governo do estado, Leitão explica que já está sendo feito um trabalho de avaliação de benfeitorias, para então proceder à negociação da retirada das famílias do local.

Licitação

O processo licitatório da PPP para a construção e operação da Arena da Copa foi iniciado no dia 21 de dezembro de 2009 e adiado para 22 de março para atender a recomendações da Fifa e do Ministério Público Federal.

A habilitação dos consórcios participantes, primeira fase do processo, foi concluída no dia 30 de março. As propostas técnicas, segunda fase, foram julgadas em 17 de abril. Por último, as propostas de preços foram abertas no dia 10, última segunda-feira, e o julgamento final foi realizado nesta quarta-feira, dia 12 de maio. Participaram da licitação os consórcios liderados pela Odebrecht Investimentos em Infraestrutura Ltda e pela Andrade Gutierrez/Construtora OAS Ltda. Após o anúncio do vencedor, os licitantes abriram mão do prazo recursal e a licitação foi concluída.
